Synopsis

As one of the leading independent medical-humanitarian aid organizations, Médecins Sans Frontières Australia is committed to providing timely medical aid to neighbouring countries. When medical services are inadequate to meet a population’s medical needs, Médecins Sans Frontières Australia will become actively involve and recruit medical and non medical field staff internationally who are able to undertake missions and provide assistance.


In terms of measuring cost effectiveness, quality of human resources, raising awareness among the general public, maintaining independence from other organisations and remaining ethical to upkeep their reputation, seven key performance indicators (KPIs) will be formulated to measure their performance.

1. percentage of staff that are skilled and qualified in terms of providing medical aid.
Measurement:
a.Average time each staff or volunteer spends in the organisation.
b.Number of members with more than 2 experiences in project participation


2. Increase in the number of countries helped by MSF Australia
Measurement:
a.Expansion of projects into new countries
b.Movement into new territories to provide aid

3. Diversity among volunteers
Looking at the percentage of international volunteers and skilled staff that assist in providing and delivering efficient and effective medical aid to the public.


4. Independent donations to MSF
the percentage of MSF’s income from private sources and the number of individual donors and private funders worldwide.

5. Cost effectiveness of the projects undertaken
Measurement:
1.amount of capital used relative to the size of the project
2. number of people helped using the same amount of money in different projects
3.ratio of number of people involved in the project to number of people helped through the project
4.time taken to successfully complete the project

6. Number of projects undertaken
Measured by the increasing trend in projects being undertaken and completed compared to the number of projects that are uncompleted.

7. general proactive interest from public about MSF activities
Measurement:
1.Number of active forum threads on MSF activities
2.Number of emails from the general public commending MSF activities
3.Number of requests for more information from MSF



In conclusion, by using these methods in measuring the performance of Médecins Sans Frontières, the issue with regards to Australian operations, promoting the transparency and accountability and the cost effectiveness of measurement had been taken into consideration in various aspects and measured reliably.

In reviewing your powerpoint I escpecially liked your cost effectiveness focus on field work. Making up over 80% of the budget this is an area that requires desperate attention.
Good attempts were made in linking the Cost of interventions with outcomes. I feel this is the right approach, however there was one element missing in linking the health outcomes of the intervention to the cost of the outcome. Ie is it more important to give 1,000 people a band aid or 1,000 people a vaccination? Apart from that some very good CE indicators in that section.

The HR slide at the start highlighted the importance of training and retaining staff through staff satisfaction (human capital is the very core of MSF), but made no mention of recruiting quality to begin with, though you kind of touched that in your diversity slide which I liked.

A some good research went into your slide on project numbers, but you really need to reference your figures!

And I thought your awareness was good as you touched on its impact on both donations and advocacy (v. important)

In terms of presentation, without being to harsh: Powerpoint is a tool for presentations, not a substitute for not writing a report. It makes it cluttered and difficult to read.

You guys had a very good overview of how MSF should measure it's performance. I like particularly the "Time taken to succesfully complete the project - under Cost effective measurement", i think this measurement clearly identify the performance by MSF human resources, impressed by your idea, it really doesn't cost much to actually do records on duration spent on per project.

you got almost 3 measurements on each indicator, that's good , however could you identify which measurement is the primery and there might be some possibilities that by using each measurement you could get differnet results, how you guys dealt with that?

Hi Intrepid,

The use of the Google docs was very clever we think, as it is something that we haven't used before :)

Your slides were good in relation to each of the KPI’s, you have provided enough information in regards to the space provided and they were easy to understand as you presented various measurements and justifications for each.

We also agree on the importance of the impact of donations and its ability to target MSF's Australia’s performance in raising public awareness; the greater the awareness, the greater the accumulation of donations into the organisation, which is one of MSF's main goals.

As to the diversity among volunteers, and the percentage of international and skilled staff that assist in providing and delivering efficient and effective aid to the public, we were wondering how you would go about recruiting international volunteers and skilled staff from Australia?
We understand that it would be a great advantage for the organisation to get top quality staff from different countries, but perhaps it would be more efficient and cost effective if the organisation tries to recruit the majority of volunteers who have the same expertise and equipment within the country?

Hey guys

I liked the slides; the pictures were relevant and interesting and it was still easy to read the words with the picture in the background (but the last line of the third slide is cut out...but that maybe my computer not sure)

The presentation of the information was very clear and easy to understand. I particularly liked you 7th KPI point regarding the public awareness and interest in the organisation and the measurement method you suggested
